Two different boundaries
Boost Theme Framework consumes shared services from Boost Core while it is installed. The generated theme receives the runtime and configuration it needs, then operates without either plugin.
Portability as a product requirement
This boundary affects code generation, asset detection, shortcodes, effect runtimes and upgrade strategy. It is not an export checkbox added at the end.
